Kevin R. Cooke
Associate CIO for Business & Information Management
Mr. Cooke's Federal career spans over 16 years of service conceiving, designing and implementing Information Technology (IT) solutions, and managing projects and IT resources for federal agencies. Currently, he brings this creativity, energy, and experience to the Department of Energy (DOE). He is responsible for all administrative functions of the Office of the CIO including budget, contracting and human resources. At the corporate level, he manages acquisitions of enterprise agreements for information technology services, hardware and software. Mr. Cooke is responsible for the human capital management functions of the Office of the CIO and manages workforce planning initiatives for the Department’s IT workforce.
Mr. Cooke has worked for the Federal Government since his sophomore year of college beginning with the National Security Agency as an engineering assistant. Mr. Cooke began his career cooping for the Department of Interior as a computer specialist trainee and a computer specialist. After completing a BS degree in Mathematics at Kentucky State University, he began his career with the Department of Energy at the Ohio Field Office, serving as a Computer Specialist, Cyber Security Program Manager, as well as a Y2K project Manager and Training Manager.
Since joining the Office of the Chief Information Officer, Mr. Cooke's career has progressed as an IT Specialist, Division Director of IT Office Systems, Director of the Office of Human Resources and Administrative Management, and Deputy Associate CIO for Business and Information Management. Mr. Cooke has also led and supported teams including the Federal CIO Council Workforce and Human Capital for IT Committee and the DOE IT Competitive Sourcing Study and he is a graduate of the Federal Executive Institute.
Mr. Cooke distinguishes himself as a federal manager who will rise to a level of excellence and succeed when faced with each and every challenge presented to him. A key example of this is illustrated by his most recent achievement: while balancing the requirements of his Deputy ACIO position, a full-time job in its own right, Mr. Cooke led the development of the A-76 Study for the Department’s IT Support Services. The study covered an analysis of over 600 federal and 1000 contractor FTEs and was the primary reason for the Department’s "Green" rating from OMB in the competitive sourcing area of the President’s Management Agenda. The competition resulted in the awarding of a contract that will enable the Department to realize an information technology cost savings of 30% over the next seven years. |
