EITS Continuity of Operations

What is the Service?


The Continuity of Operation service includes the transition of IT operational activities to another facility in the case of an emergency, disaster, or other specific circumstances. The COOP site provides IT operations space and additional limited office work space in case of an emergency. The COOP service meets the federal requirement that agencies have an IT COOP facility. The COOP service is a unique and specialized offering of which all DOE organizations are encouraged to take advantage. Through the utilization of a single coordinated and integrated EITS COOP solution, federal compliance is assured across EITS and cost efficiencies are maximized.

The EITS COOP service is provided for IT operations and is not the EITS COOP facility for all agency operations.

What is Included?


  • IT COOP Facility (including backup generator)
  • Site management and scheduling
  • Telephone services
  • HW/SW and equipment to support IT operationsLAN/WAN connectivity
  • Staff training exercises
  • Routine testing of the COOP IT Environment
  • Technical support for IT equipment and services
  • Workstations and basic office equipment and supplies
  • Re-establishment of normal operations at the conclusion of the COOP activities

How do we charge?


COOP facility capabilities costs are charged to participating organizations at a fixed monthly rate; whether to maintain readiness or to operate under a COOP situation. IT operational and technical support costs during COOP operations and to return to normal operations are additional to facility costs and are charged to organizations at an hourly rate based on actual usage.

  1. Facility Costs.
  2. Data circuits and equipment.
  3. Labor (special COOP team requirements).
  4. HW/SW/ and equipment costs.

How Can You Limit Costs?

DOE organizations can best limit COOP service costs by taking advantage of the savings inherent in the use of a shared Departmental IT COOP facility and capability as opposed to commercial COOP services.

What to Expect


  • 24 X 7 X 365 COOP requirements monitoring and facility stand-by status.
  • Safe and secure alternate IT operations facility.
  • Enough bandwidth to support the transfer of large volumes of data to and from the COOP facility.
  • Network and Telecom services.
  • Sufficient IT HW/SW, equipment, and office supplies to support emergency needs.
  • Qualified, cleared, and COOP trained support staff.
  • Well documented COOP policies, protocols, and procedures.
  • Operating emergency communications network to alert POCs of COOP requirement status.
  • Limited number of workstations and space available to support necessary DOE organizations.
  • Regular testing and training exercises.
  • Transition support to move IT operations between facilities and to re-establish normal IT operations.

Significant Benefits


The establishment, administration, and management of a COOP off-site location is a necessary service to satisfy federal laws for the operation of Executive Agencies.

The consolidation of all COOP support into one location will improve lines of communication, provide standardization, and improve reliability.

Costs associated with a EITS COOP site are anticipated to be less than the cost of private COOP service providing services individually to DOE organizations services.
