In June 1 ,2009, the DOE extended Blanket Purchase Agreements (BPAs) with two resellers of Adobe products. The two resellers are: Softmart, a small business; and Dell, a large business. This provides multiple options department-wide for Adobe purchases. The agreement is open to all DOE federal and contractor organizations, offering an 8 – 21% discount over commercial pricing and 4 – 5% discount over GSA pricing. The period of performance is June 1, 2009 - May 31, 2011. |

Autonomy is the leading provider of enterprise information access and retrieval that enables organizations to automatically understand and harness the information that is critical to their business. The Department of Energy CIO Office in conjunction with Autonomy and MicroLink have implemented a program to provide Autonomy’s capabilities enterprise-wide within DOE. Under the agreement all DOE sites including labs, have unlimited access to the power of the Autonomy software for a fee depending on the number of servers. Cyber security Public Key Infrastructure (PKI) software for user authentication and encryption |
On June 19, 2008, a BPA was awarded to Entrust Inc. of Addison, TX for Entrust proprietary computer software licensing and maintenance support. This is the Department’s Public Key Encryption (PKI) software. Approximately 50,000 DOE Federal and contractor personnel are supported by this action. The BPA is based upon the contractor’s GSA Schedule and provides the DOE with additional discounts below Schedule pricing. The BPA has a five year period of performance (July 2008-June 2013) and a $9,500,000.00 ceiling value. |

Red Hat |
Licensing and maintenance support for the LINUX operating system |
In June 2007, the DOE established a BPA for Red Hat, the primary source of support for the LINUX operating system, which is used extensively by DOE field sites. The BPA is available to all DOE Federal organizations and contractors, including the M&O contractors. The BPA pricing provides DOE with substantial discounts from GSA Schedule pricing (averaging 40-50% from list price, where standard GSA Schedule pricing discounts average 12%). In the first six months of the BPA, NNSA and 9 field sites took advantage of the BPA, for a total of over 29,000 entitlements. The performance end date is June 20, 2012.

The Premium Library contains the Essential Technical Books Online collection as well as the Business Books Online library and premium features such as the ability to download chapters in a PDF format, access Rough Cuts - manuscripts on emerging technology topics made available while they are being written - and over 1,000 hours of training videos from Lynda.com and other reliable sources. |
On July 18, 2008, the DOE established a BPA with Safari Books Online LLC, a small business in Sebastopol, CA. This firm’s large online scientific/technical database is used extensively by DOE organizations, both Federal and contractor. DOE has obtained significant discounts from the standard GSA Schedule pricing. For example, for the initial 1,000 licenses of the Premium eReference Library was: Commercial List: $220,000.00, GSA Schedule: $190,000.00 (discount 16.1%) and DOE BPA: $171,000.00 (discount 28.5%). DOE also has price inflation protection: prices are frozen for the full three-year period of performance. The BPA is open to all DOE Federal organizations and contractors, including the M&O contractors, and is a new element in the DOE Strategic Sourcing program. Performance end date is May 31, 2011. |

In January 2008, DOE established a BPA with VIACK Corporation for its VIA3 proprietary computer software licensing and maintenance support; the BPA is based upon the contractor’s GSA Schedule and provides the DOE with additional discounts below GSA Schedule pricing. VIA3 software provides fully integrated, secure encrypted online desktop collaboration, including meetings, and other capabilities with proven cost-savings. Performance end date is January 17, 2013. |

On April 30, 2009, DOE established a Customer User Purchasing Agreement (CUPA) or Blanket Purchase Agreement (BPA) under a competitive acquisition process with TKC Integration Services. TKCIS is an Alaskan native small disadvantaged business. The BPA offers discounts ranging from 8-50% over schedule pricing. TKCIS has teamed with CDWG and Microsoft to provide these products. All DOE organizations are authorized to utilize this CUPA/BPA. The agreement is for 5 years and the performance end date is April 29,2014. |

On December 5, 2008, a Customer User Purchasing Agreement (CUPA) (or BPA) was awarded to TKC Integration Services, an Alaskan native small disadvantaged business. TKCIS partners directly with McAfee. This agreement can be utilized by all DOE organizations. The not-to exceed value of the award is $9.5 million. The prices obtained under the contract represent an 18-80% discount over list and a 5-8% discount over GSA pricing. The performance end date is December 4, 2014.

In November 2007, DOE awarded an Enterprise License Agreement (ELA) for Lumension Sanctuary, a critical cyber security component. Licenses are available at no additional cost to all DOE federal organizations and contractors including all national labs, program offices, field sites, and Management & Operations (M&O) contractors. Licenses are available for workstations, laptops, and servers. DOE received best pricing for Lumension, with a 70% savings off of the $4,657,500.00 list price (and 62% off the GSA schedule price), for a savings of $3,277,500 off list. Over 90,000 Lumension licenses were distributed in the first two months of the agreement. This ELA was awarded by EES for the OCIO. The performance end date is December 4, 2010. |

The generic discount for the government is a price of $22,500. Licenses for 4 labs (7 licenses total) were obtained for $13,375, each equaling a savings of $63,875. Prices are discounted based on the number of licenses procured by order. Several buys have occurred over the last years resulting in savings to DOE organizations that placed the buy. The award includes requirements for DOE HQ and two field sites, Chicago and IARC, and has a maximum potential Firm Fixed Price (FFP) of $7,975,399 for the base period and three one-year option periods. Significant savings negotiated: DOE price is 65% below commercial list price of $22,786,855, for savings of $14,811,456 off list. The performance end date on this contract is 9/30/2011. The GSA SmartBuy program can be utilized for future Oracle Procurements. |
