IT Project Management Qualification Process for Contractors
Minimum of Level 1 IT Project Management (PM) Qualification Requirement:
In order to meet the Office of Management and Budget (OMB) requirements for ensuring that key IT investments are managed by “qualified” project managers, all IT Project Managers as identified on Budget Exhibit 300s must, at a minimum, be Level 1 qualified in IT PM. All IT Project Managers as identified on Non-Major System Exhibit 53s must at a minimum be qualified to the Non-Major System Exhibit 53 Level. IT investments that are not managed by qualified Project Managers are at risk for loss of funding.
Contractor Requirements
Contractors are required to meet the same requirements as Federal candidates, except that the Contracting Officer's Technical Representative (COTR) training course is not required of the contractor. Space permitting, contractors are welcome to attend the courses and achieve the DOE IT Project Management Qualification at any level.
Procedures for Contractors Who Have Not Achieved Qualification Through Training:
To meet the OMB requirement, for those contractors not achieving qualification through training, the IT Executive shall send a memo to the IT Project Management Qualification point of contact at ITPMCONTACTS@hq.doe.gov stating that the contractor is qualified at the appropriate level for managing the Exhibit 300 project. Records of qualified contractors will be maintained within the IT Project Management Qualification Database.
For Non-Major System Exhibit 53's, for those contractors not achieving qualification through training, the Program Office shall determine the qualification of the PM and report the status to OMB on the Exhibit 53 as appropriate.
